The NRW-EU Ziel 2-Programm
communicode designs accessible relaunch of the website of the EU-NRW Structural Aid Programme "Ziel 2".
The client
Since 1989, the European Union has supported structurally weak regions in North Rhine Westphalia. In order to support the economic change in selected areas, the EU, together with the state of North Rhine Westphalia, has provided almost 2 billion Euros in the period between 2000 and 2006. The main objective of these various measures, which are all combined under the project name "Ziel 2", is the creation of new and the protection of existing employment.
The task
Since August 2004, all newly created web offers have to fulfil the requirements of Priority I of the "Regulation for creating barrier-free information technology in accordance with the Equal Opportunities for Disabled Persons Act". The idea behind this is to enable also persons with restricted seeing and hearing abilities or restricted motor activity to completely understand the contents. These requirements demanded a complete relaunch of the existing NRW Ziel 2 website. communicode is thereby responsible for providing strategic advice as well as the visual, technological conception and implementation of the online presence.
The details
Within the framework of this project, they have not only created a new, fresh design, but also enhanced the internet presence of "Ziel 2" to the highest level of technology. The entire architecture of the new web appearance has been designed under the consideration of accessibility without restrictions. At the same time, communicode has integrated and completely configured a content management system and incorporated all already previously existing contents.
In order to implement the varied technical and creative requirements of this regulation, communicode has chosen the future secure and media neutral combination of XHTML 1.1 and CSS 2.0 and created the complete W3C-valide. In this environment communicode was also able to implement a query facility for all the supported areas within the whole of North Rhine Westphalia as well as a full text search. Apart from that a clearly structured design for the barrier-free website has been created, which harmonically fits into the character of other websites for the state of North Rhine Westphalia.
So far, this website is the only Internet site of the state of North Rhine Westphalia, where the XHTML 1.1 code can be successfully tested with the official validation tools of the W3C and which fulfils all requirements of the legislator and the WAI (Web Accessibility Initiative) in respect to accessibility without any restrictions.
